Create a job card
POST/job-cards
Raises a job card with the DMS's rules: it starts PENDING with the
next JC- reference, on branch_id or the key's default branch.
Give an existing workshop vehicle as vehicle_id, or describe one in
vehicle, which is matched to the customer's vehicle with that
registration or created. customer_id is required unless
is_internal is true. Scope workshop:write.
